This incident resulted in the partial closure of the CTA tunnel and the Terminal 3 parking area.

An additional two individuals have been arrested related to a robbery at London's Heathrow Airport in which 21 people were injured by a substance believed to be pepper spray, according to law enforcement.

A man, 24, was arrested in Lambeth for suspected theft and assault and a woman, 23 was arrested for suspected conspiring to commit a robbery. They both are still being held, authorities confirmed.

These detentions follow a probe into an assault at the multi-storey car park at Heathrow's Terminal 3 on Sunday. Prior to the incident, a pair of female travelers were robbed of their luggage upon exiting a parking garage elevator.

A toddler aged three was among the those hurt during the incident. A total of five individuals were taken to the hospital for treatment and have since been discharged.

Officers arrested a 31-year-old man for suspected theft and assault near the location. He has since been released under investigation as the investigation proceeds.

Police were called at about 8:10 in the morning GMT following reports of several people injured by a noxious substance believed to be pepper spray.

The attack - an event that police said was isolated and not considered terrorism - caused train delays and the partial closure of the main airport tunnel and the T3 car park briefly.
